Background: Howard W. Brunner has been a Professional Licensed Land Surveyor in California since 1975 and has been licensed in Nevada and Washington since 1995. With over forty years of experience as a Land Surveyor, Mr. Brunner has spent the last twenty-nine years in management positions in his own and other surveying firms. He has also been an active and highly influential member of many local, state, and national professional organizations regarding the standards and practice of the land surveying profession. Additionally, because of Mr. Brunner's expertise and long experience in the surveying field, he is often called upon to provide testimony as an expert witness in court cases involving land surveying issues. Currently the owner of the firm, Howard W. Brunner, Professional Land Surveyor, located in Healdsburg, Sonoma County, California, Mr. Brunner manages, supervises and is responsible for all the land surveying operations provided by the firm. Working with him is one other licensed surveyor, Steven Klein, as well as other experienced surveyors and support staff. | Membership and Experience in Professional Organizations: For 12 years, from 1994 through 2006, Mr. Brunner was employed as the sole Land Surveyor Consultant and Registrar for the Board of Registration for Professional Engineers and Land Surveyors (BPELS)for the State of California, Department of Consumer Affairs. In this capacity he served as the Survey Program Manager for the State, with responsibility for the licensing exam, standard setting, enforcement activities, regulatory proposals regarding land surveying submitted to the office of Administrative Law, and outreach with professional societies and public agencies. He was also the liaison with the office of Attorney General regarding disciplinary actions against Licensees regulated by the Board and the State of California. A past President of the State Board of Directors of the California Land Surveyors Association (C.L.S.A.), Mr. Brunner has also Chaired their Legislative Committee, and served as representative to the Western Federation of Professional Land Surveyors. He is currently their representative to the National Council for Examining Engineers and Surveyors. He has held many other elected and appointed positions, including President, in the Marin and Sonoma County Chapters of C.L.S.A., and is also a member of the North Coast Chapter of the Consulting Engineers and Land Surveyors of California Mr. Brunner was recently asked to join the Director's Advisory Group for the Permit and Resource Management Department (PRMD) of the County of Sonoma, advising the Director of PRMD on the permit activities that come to them for review and approval.In 1994, Mr. Brunner was appointed by Senator Mike Gotch to the Subdivision Map Act Advisory Group in Sacramento to advise the Legislature on Certificates of Compliance and parcel mergers in the State of California. As well, in 1992, he was appointed by Governor Pete Wilson as a member of the Governor's Geographic Information Task Force for Geographic and Land Information Systems. From this task force came the practice and standads related to Geographic Information Systems (GIS) in the State of California. |
